Journeyman Financial Execution Analyst

Salary: $90,000.00 to $105,000.00 /year

OTHSolutions is seeking a qualified individual to serve as a journeyman financial execution analyst for a government-sponsored cybersecurity program. Duties include, but are not limited to, the following:

  • Monitor execution (i.e., obligation and expenditure of funds) of the approved operating budget to ensure funds are properly allocated and obligated in an effective manner; recommend adjustments, such as redistribution of funds within budget accounts, in response to program, staffing level, and/or funding availability changes
  • Input, monitor, validate, track and report progress of financial documents through financial management systems
  • Prepare financial statements and other accounting analytic reports
  • Review and evaluate financial reports to determine the relationship between scheduled accomplishments and funds, extent of obligations and expenditures, to compare utilization of funds among related or dependent object classifications and to observe and recommend deferrals for major reprogramming as appropriate
  • Prepare and track cost tradeoff analyses and prepare program impact statements of schedule and capability variances versus cost plan constraints
  • Develop and/or review of program documentation to ensure adherence to POA&Ms, prepare/report discrepancies and provide recommendations for corrective actions
  • Identify financial system and report deficiencies; recommend improvements to existing analyses, processes and reports
  • Maintain current program planning and execution spreadsheets to include data input/validation/ reconciliation, database maintenance and creation control, programming maintenance, and output reports
  • Compile and maintain audit trails and back-up documentation to support actions that may be required to reconcile program resource discrepancies
  • Track program actual and possible trends with detailed explanations for significant deviations
  • Support the preparation of/for briefings, hearings, audits and milestone reviews

Qualifications for the position include:

  • Undergraduate degree required; preferably in the fields of finance or accounting
  • Strong proficiency with Microsoft Office required
  • 3-7 years of demonstrated experience required
  • Current DHS suitability preferred
  • Familiarity with DHS financial systems preferred
  • Must be willing to work onsite in Arlington, Virginia
  • Must be detail-oriented and able to handle multiple priorities at once
  • Must possess strong interpersonal communications and teamwork skills
  • Must be an exceptional writer
  • Enjoys a team-oriented environment, but able to function independently
  • Takes ownership of projects and can prioritize assignments
  • U.S. citizenship required
