SED project overview.

Within CISA’s Stakeholder Engagement Division (SED), OTHSolutions coordinated, facilitated and reported on 1000+ stakeholder engagement meetings in support of the Critical Infrastructure Protection Advisory Council. We also managed the composition of and governance for sector as well as government coordination councils across all 16 critical infrastructure sectors.

OTHSolutions evolved SED’s executive secretariat functions from an administrative team to an analytic cell, processing more than 4500 tasks, by using a data-driven approach to optimize new workflows, and incorporating knowledge management best practices to advance the team’s operation.

We are currently assisting SED in creating a new Sector Risk Management Agency (SRMA) model, development and implementation of related public policy and new legislative authorities, and the execution of national SRMA coordination responsibilities on behalf of CISA.

NRMC project overview.

OTHSolutions supported the development and employment of intra- and interagency plans at the National Risk Management Center (NRMC) focused on operationalizing risk management for emerging threat vectors. Each plan documents a problem statement, theory of risk reduction, objectives, analytic scope, programmatic scope, major deliverables and a series of management tools. 

OTHSolutions developed a communications strategy for the NRMC and implementation plans for each strategic initiative – from Position, Navigation, and Timing resilience and Supply Chain Risk Management, to Systemically Important Entities and National Critical Functions. Our staff developed and/or reviewed more than 200 media artifacts, using a broad array of formats, to convey programmatic updates, including efforts to spearhead a comprehensive website redesign. 

OTHSolutions also identified and defined a suite of GPRA-compliant performance measures for the NRMC to address human capital, strategic communications and project management domains. Managers use this capability to identify/mitigate process issues, reference trend performance data to inform future planning and assess programmatic impact in buying-down risk.

CS project overview.

OTHSolutions performs research, conducts alternatives analysis, socializes and integrates policy as well as business process design solutions for the Chemical Facilities Anti-Terrorism Standards (CFATS) Program within the Infrastructure Security Division. In that capacity, we have drafted multiple white papers to support rulemaking decisions and 100 SOPs, handbooks or policy directives covering a wide array of operational topics.

OTHSolutions also produced 25 IACET-compliant workforce training modules for the CFATS Program. We integrated scenario-based, performance-oriented activities to ensure learning objectives are achieved and effectively retained by staff.

OTHSolutions currently develops communications strategies and implementation plans for both CFATS and ChemLock, a voluntary chemical facility risk management program. We perform stakeholder research, develop and distribute collateral, and provide large event management support, from planning to coordination, execution and closeout.

ISD project overview.

OTHSolutions drafted a workforce training ConOps and work plan for the Infrastructure Security Division (ISD). We performed a workforce training needs and gap analysis by reviewing 50+ program documents, conducting approximately 300 stakeholder interviews, analyzing 30,000+ lines of survey data and facilitating 10 focus group sessions. We then created competency models and career progression maps for 99 distinct roles consisting of legacy, new, and future requirements. 

OTHSolutions is currently supporting ISD with a broad range of services to tackle a mosaic of strategic planning, data management, and information sharing initiatives. This includes providing strategic support in the development of emerging critical cyber and infrastructure security public policy and governance doctrine, then aligning strategy and resources to fully optimize implementation and operations.

CSD project overview.

OTHSolutions performs a broad range of functions across the Cybersecurity Division (CSD) enterprise, including executive assistant and special assistant support for senior leadership as well as workforce management support, ranging from employee engagement to recruiting and onboarding services.

OTHSolutions built upon a suite of fully integrated continuity of operations plans, policies, procedures, training as well as exercises across all four phases of the continuity lifecycle in compliance with CGC1, FCD1 and FCD2.

OTHSolutions also provided budget formulation as well as full lifecycle acquisition and contract management support for a $1.5B+ organization. In one year alone, we processed more than 424 procurement packages (worth in excess $696M) and more than 127 ITAR packages (valued at over $1.2B).
